Each party or candidate produces utility (U). Which produces the most? Vote for that party/candidate.
If UA > UB, Vote for A
If UA < UB, Vote for B
If UA = UB, Flip a coin or abstain
The only twist in Downs is whether U is the utility gained under the current administration or U is estimated to be that which you will receive under the next administration.
