The author comes back on the recent events that occurred, at the time, in Venezuela and how the same movement could spread throughout South America if the Bush (senior) administration does not quickly deal with the dept issue.

The author points out that what had happened in Venezuela was the reflect of a much deeper crisis which was concerning almost all South America. The dept crisis that strikes there creates instability because of Anti-Americanism and Populists movement. Washington, at the time, is still preaching austerity. And the author asks how long it will take for Washington to react to the dept situation.
